IX INTERNATIONAL SCIENTIFIC AND EXPERT FORUM, THE PRIMAKOV READINGS
The Primakov Readings Youth Session is organised by the Primakov Center and Young Scholars Council of IMEMO RAS under the aegis of the forum. The idea to create the Primakov Readings Youth Session emerged in 2017. The purpose of the event is to disseminate the intellectual heritage of the outstanding researcher and statesman Yevgeny Primakov and support young scholars of international relations. Every year the geography of the project expands and the number of participants increases, but the relevance and topical character of the questions raised by young scholars in their papers and reports remains unchanged.
The Youth Session of the Primakov Readings Forum 2023 will be held in Moscow on 24−29 November. The forum is titled ‘The Decline of Globalisation or Its New Stage?’. Based on the results of the applications process, we will determine a list of participants, who will have the opportunity to present a report at one of the panels of the Primakov Readings Youth Session, take part in workshops with leading specialists from IMEMO RAS and other organisations, as well as participate in the Primakov Readings international forum. They will have the chance to meet prominent experts, government officials, and representatives of the business community.

On 27-28 November 2023, the World Trade Center will host the semi-digital IX International Scientific and Expert Forum, the Primakov Readings: a discussion platform for analysing problems of world economy, politics and security with the participation of leading representatives of Russian and foreign research centers and think tanks.
The event is organised by the Primakov National Research Institute of World Economy and International Relations of the Russian Academy of Sciences (IMEMO RAS) with the assistance of its partners. YOUTH SESSION OF THE PRIMAKOV READINGS FORUM
ELIGIBILITY
We invite graduate and postgraduate students, representatives of higher education institutions and research institutes, community-based and non-profit organisations, as well as independent experts aged from 21 to 35 years, who specialise in the issues of world economy and politics, international relations and security, international law, sociology and demography, and modern and contemporary history.

TERMS OF PARTICIPATION
The organisers cover the costs of travel, accommodation, and meals for the competition winners. Consular fees for obtaining a Russian visa, travelling on the route from airport / railway station to hotel and to airport / railway station, medical insurance and PCR-test provided necessary are borne by the participants.
PARTICIPATION INSTRUCTIONS
In order to take part in the competition it is necessary to fill in an application form (the deadline for applications is 13 October 2023, 23:59 MSK) and attach a package of the following documents:

- a report on one of the above-mentioned topics of discussions according to the standard: from 10,000 to 13,000 characters with spaces, .docx format, Times New Roman text font, size 14, 1.0 spacing). The report should be written in Russian or English and contain references to sources;
- a letter of recommendation issued by the university / institute / organization (.pdf, .jpg, .png);
- additional documents characterising you as a specialist suitable for participation in the project (scientific papers, CVs, etc.);
- a full-face photograph (for the participant information brochure).

Suggested topics for reports
The modern world is in a process of global transformation. The rivalry of major powers is increasing, new formats of cooperation are emerging, conflicts are escalating, new centres of economic power are developing, competition in innovation is intensifying, and the energy transition is under way. All these processes are intertwined and influence each other. At the Primakov Readings Youth Session we propose to analyse the changes taking place and to discuss whether we are witnessing the decline of globalisation or its new stage.
The emergence of “strategic competition” between the US and PRC adds new dimensions to international relations. Beijing and Washington are expanding their systems of alliances, coalitions, and partnerships. Cooperation is technological, economic, as wel as military-political in nature.
Both sides seek to preserve their technological sovereignty and are implementing a set of measures to strengthen economic security, such measures including industrial policy. The US restrictions on exports of technology and dual-use products to China affect a wide range of industries, and are perceived by China as attempts to curb its economic growth, prompting retaliatory measures.

The discussion will assess the prospects for increased US-China rivalry and the likelihood that other countries will be drawn into the confrontation; identify areas where bilateral interdependence will continue and cooperation will continue on various platforms; and look at how the emergence of new alliances affects regional security.

The successful development of high-tech industries in developing countries intensifies competition for innovation leadership, but also contributes to the emergence of new forms of cooperation. The necessity to ensure economic security means that protectionism and industrial policy are once again becoming important components of overseas trade strategies.

The leaders of the developing world are playing an increasingly important role in the context of international transformation. The accumulation of large-scale changes in international trade has been driven by technological improvements in production, the development of infrastructure and transport systems, the transition to a qualitatively different level in information and communication technologies, and their diffusion. The fragmentation of production and the export of foreign direct investment were accompanied by the transfer of know-how and technology, which led to the formation and accumulation of developing countries’ own human capital.
Globalisation has resulted in a partial deindustrialisation and transition to the service sector in developed countries and a rapid industrialisation of some developing countries, primarily the PRC. At the present stage, developing countries are increasingly successful in competing with developed countries in the development and application of technologies that can fundamentally change the patterns of economic development and international trade.

Under discussion in this section are the various aspects of the dynamics of economic integration in the context of globalisation; the impact of the new stage of the industrial revolution on the distribution of comparative advantages between countries; the main directions of competition and cooperation within existing and emerging free trade zones and integration associations.
The threats posed by various external and internal factors of risk and instability are motivating Eurasian states to form new intraregional ties designed to increase resilience to economic and political shocks.
Scientific and industrial cooperation in the development of strategically important technologies, strengthening trade relations, and the establishment of bilateral and multilateral settlement systems continue to be promising areas of cooperation. At the same time, there is the important question of how Eurasian countries can jointly respond to security challenges: terrorism, religious and ideological extremism, lack of water resources, threats of conflicts, etc.

Under discussion in this section are such issues as the role and tasks of the EAEU, priority areas and the most efficient formats of cooperation within the Union, interaction with extra-regional actors, prospects for the development of the Union State, CSTO, and SCO. The most important question is how cooperation in the Eurasian space can help respond to the challenges of a transforming world.
The global transformation is taking place simultaneously with the energy transition in developed and some developing countries. At the same time, the rise in energy prices and changes in transportation routes observed in the last two years have slowed down the transition to “green” energy.
Despite all the advantages of new technological developments that reduce production costs, developing countries are not yet able to significantly increase the share of alternative energy in the overall energy mix, preferring traditional and cheaper energy sources. Another important issue remains the principles of relations between producers and consumers.

Under discussion in this section are current and long-term trends in the development of the global energy sector; the potential of new technologies introduced in various countries to improve energy efficiency of production; the main global and national risks threatening energy security, and the prospects for interstate cooperation.
