On 28 May, the Center for Energy and Security Studies (CENESS), with the support of the Evgeny Primakov Center for International Cooperation, held a roundtable discussion on ‘The 30th Anniversary of the CTBT: Challenges and Opportunities’.
The key guest of the event was Dr Robert Floyd, Executive Secretary of the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organisation (CTBTO Preparatory Commission).
Ambassador Grigory V. Berdennikov, Head of the Russian Delegation to the CTBT negotiations, also took part in the discussion.
The panel discussed the prospects for the Treaty's early entry into force, focusing on both legal and political obstacles to this end. Particular attention was paid to issues of trust among states, the effectiveness of verification mechanisms and the international nuclear non-proliferation regime.
