The Primakov Center Presented New Policy Brief on the Role of Sanctions in the Overthrow of the Iraqi Regime

On April 2, the Primakov Center hosted the presentation of analytical theses by Dr. of Political Sciences and Ambassador Extraordinary and Plenipotentiary Vladimir Titorenko, dedicated to the strategic use of U.S. sanctions against Iraq in the 1990s–2000s.

"Role of Sanctions in the Overthrow of the Regime: The USA and Saddam’s Iraq"

The author analyzes the U.S. sanctions campaign against Iraq as a precedent for using total economic and diplomatic restrictions to overthrow an undesirable regime. The core focus is on how the sanctions weakened the country’s economy and military, destabilized the internal situation, fueled interfaith tensions, and created conditions for subsequent intervention.

Special attention is given to the institutionalization of sanctions as a tool of American foreign policy, later applied to other countries.

As part of the presentation, a seminar was held where experts discussed the impact of sanctions on the development of Arab countries — using Iraq and Syria as case studies.
