From May 18 to 21, 2025, an expert delegation from Russia visited Cairo, organized by the Primakov Center. The delegation included representatives from the Institute of Oriental Studies of the Russian Academy of Sciences, MGIMO under the Russian Foreign Ministry, the National Research Nuclear University MEPhI, the Higher School of Economics, Sechenov University, as well as Russian non-governmental organizations.
The visit began with a meeting with Georgy Borisenko, the Ambassador Extraordinary and Plenipotentiary of Russia to Egypt. During the discussion, participants examined Egypt's foreign policy, with particular attention paid to the dynamics of Russian-Egyptian relations amid global changes.
On the same day, the Russian delegation took part in an expert seminar titled "Russia and Egypt: The Science of International Relations in the 21st Century," co-organized with the Egyptian research center Al-Hiwar. Participants discussed the evolution of international relations theory in both countries, the role of international organizations amid the growing activity of the Global South, and the intersection of humanitarian and fundamental sciences in strengthening bilateral cooperation.
On the second day of the visit, a roundtable discussion, "Russian-Egyptian Relations in a Transforming World Order," was held at the Egyptian Council for Foreign Affairs. The discussion covered a wide range of topics, from the prospects of BRICS and other global governance institutions to specific forms of cooperation between Russia and Egypt. Special attention was given to the importance of scientific and expert collaboration.
"We believe in multilateralism in international relations and recognize the UN’s key role in resolving international disputes. Egypt belongs to the Global South, or the ‘world majority,’ as noted by prominent Russian researchers in materials I have reviewed," emphasized Dr. Ezzat Saad El-Sayed, Director of the Council and Ambassador Extraordinary and Plenipotentiary of Egypt.
In the afternoon, the Russian delegation participated in the conference "Russian-Egyptian Scientific Dialogue in a New International Dynamic," hosted by the Egyptian Academy of Scientific Research and Technology. The discussion was divided into two thematic sessions. The first focused on cooperation in medicine and energy, where representatives from MEPhI and Sechenov University presented their research, and Egyptian colleagues proposed ideas for joint projects. The second session centered on digital technologies and water research, where Russian scientific advancements drew significant interest from the Egyptian expert community.
That same day, Victoria Karslieva, Executive Director of the Primakov Center, met with Dr. Ahmed Zayed, Director of the Bibliotheca Alexandrina. They discussed potential formats for cultural and humanitarian cooperation, as well as joint initiatives in education and public outreach.
The final day of the visit was dedicated to cooperation with Egyptian non-governmental organizations. The Russian House in Cairo hosted an awards ceremony for the winners of the "Competition for Environmental and Socially Beneficial Projects in Egypt," organized by the "Energy of Development"NGO (part of Rosatom State Corporation) in collaboration with the Primakov Center. Attendees learned about opportunities for cooperation with Russian institutions, while the winners received certificates, gifts, and met their project mentors.
